AARTO Phase 2 Roll-Out Confirmed – Implementation Commences 1 July 2026
The South African Government has at the last-minute published Proclamations 322 and 323 of 2026, giving effect to Phase 2 of the Administrative Adjudication of Road Traffic Offences (AARTO) Act, 1998, together with the AARTO Amendment Act, 2019.
The implementation will officially commence on 1 July 2026 in the municipalities listed in the respective proclamations.
- The original AARTO Act will be implemented in 60 municipalities across South Africa.
- The AARTO Amendment Act will apply in 62 municipalities, with the amendments now also taking effect in Tshwane and Johannesburg, where AARTO has already been operational.
- No municipalities within the Western Cape have been included in this phase of implementation.
Government has indicated that a further phase of implementation is planned for 2027, which is expected to extend AARTO nationally and introduce the long-awaited Points Demerit System throughout South Africa.
